These are the two issues on the upcoming special election Ballot.  Below is information regarding the two issues.

Issue I

Operating Millage Renewal Proposal

Issue II

Bonding Proposal

·         To maintain the funding that voters have approved in the past and for the school district to receive the operational dollars that the state authorized under Proposal A.

-          To address several building improvements, safety/security and technology needs of Morenci Area Schools. The projects could include; Technology, Bleachers (inside and outside), HS Parking Lot, Roofs, Press Box (Home Side), Transportation Heaters, Energy Savings, Filtration Systems, Fire Panel, Security, Heating, Plumbing, Asbestos Abatement, Buses, and Weight/Wrestling Room Ventilation.

  • The 18 mills approved by voters in 2004 for non-homestead property faces exposure to be rolled back resulting in a loss of school funding from a potential Headlee rollback.
  • The rollbacks occur because of Proposal A’s impact on the Headlee law when properties are sold and the assessed value is increased.
  • This vote is requested to allow the district to collect the full 18 mills which voters approved in 2004 on non-homestead property such as apartment buildings, rental homes, vacation properties, some vacant land, and commercial/industrial properties.

-          There are not sufficient general fund monies to address the long-term physical needs of the district.

-          Bond monies are needed to address these long-term needs of the district and to free up general fund monies to address academic needs of students.

  • At the May 7th school election, Morenci Area Schools’ voters will be asked to vote on an increase of 18 mills on non-homestead properties for 1 year – (although the ballot language uses the word INCREASE, it is actually Renewing millage from an additional year).
  • This is not a new tax. It does not increase taxes. It only affects non-homestead property

-          At the May 7th election, Morenci Area Schools’ voters will be asked to vote on a 1.63 mill levy that will generate $2,960,000 over 19 years.

-          This millage will not increase local taxes from their current level!
